Navigating Council Approvals for Pubs, Hotels & Hospitality projects.

Success in the hospitality sector starts with strategic town planning. Whether you’re developing a new venue or revitalising an existing establishment, our team ensures your project meets local regulations while enhancing customer experience. We help pubs, hotels, and hospitality operators navigate South Australia’s planning requirements, securing approvals and optimising location and accessibility.

Hospitality sector planning considerations include:

  • Site Suitability & Feasibility Studies – Assessing zoning requirements and site constraints to identify the optimal use and development potential.
  • Liquor Licensing & Compliance – Managing regulatory approvals and compliance requirements specific to licensed venues.
  • Stakeholder & Community Engagement – Working with councils, businesses, and local communities to support project approval and long-term integration.
  • Sustainability & Heritage Considerations – Incorporating environmentally responsible considerations while respecting historical precincts and buildings.

We collaborate with developers, hospitality operators, and tourism investors across South Australia.

A look at Flex Planning projects within the hospitality sector.

Adelaide Hills Wine Bar, Wolf Blass Gallery & Wine Museum

Flex Planning was approached to facilitate the council approvals for this multi-faceted project; combining a wine bar, museum and gallery, indoor and outdoor spaces – all within the Heritage fabric of the Hahndorf main street.

Several challenges were overcome in the Development Application process in order to achieve the full approval from Mount Barker District Council. Considerations included: State Heritage, proximity to watercourse, significant tree, interface between land uses, access, and traffic generation. We were able to provide expert support through the planning application management: public notification, response to representations, and a Council Assessment Panel presentation, to achieve a positive outcome for our clients.

A small timber pavilion was added later under a separate Planning Application and serves as a stage for outdoor entertainment.

We are proud to have facilitated approvals for this landmark project which offers a unique offering in Hahndorf.

Grünthal

After losing the iconic Grumpy’s Brewhaus to fire, Flex was involved in providing planning support to revitilise the site. The well-known site, at the entrance of Hahndorf, has expanded to incorporate an combination of brewery, restaurant/ bar, retail and function and workshop spaces.

The planning application for this project considered impacts of the Floodplain and Proximity to Watercourse, resulting in a raising of the floor levels of the buildings. The initial application worked on utilising the same footprint of the destroyed building, and additional approvals were sought as the need for  addition structures was realised. Other considerations included Non-Complying Development and Access & Traffic Generation.

After considered and detailed work by our planning team, we are pleased to have been part of the re-imagining of this beloved local site.
